24 V.S.A. App. ch. 173, § 38: Construction

The provisions of this charter shall be construed liberally in favor of the Town and in such manner that the effect of this charter will be to make government more efficient and more responsive to the citizens of the Town. In such liberal construction of the charter in favor of the Town, it shall be used consistently and uniformly toward all individuals and groups compris- ing the Town.
