24 V.S.A. App. ch. 203, § 402: Imposition of forfeitures

The Village may impose a forfeiture of not exceeding $25.00 for violation of any bylaw. Such forfeiture may be recovered in an action of tort founded on this charter, brought in the name of the Village, and in any such action a general complaint counting on the bylaws shall be sufficient.
