24 V.S.A. App. ch. 9, § 34.2: School financing

(a) The voters of the City shall annually approve a budget for the use of Rutland City schools pursuant to the general laws of the State of Vermont.

(b) Any bonded indebtedness approved by the voters after January 1, 2004, shall not be considered as part of the annual General Fund budget.
