RCW 43.52B.060: Electric transmission operating account.

The electric transmission operating account is created in the state treasury. All receipts from appropriations made by the legislature, fees collected under RCW 43.52B.030 and 43.52B.040, federal funds, or gifts or grants from the private sector or foundations and other sources must be deposited in the account. Moneys in the account may be spent only after appropriation. Expenditures from the account may be used only for operating cost purposes consistent with this chapter.
