RCW 46.87.200: Refusal of registration—Federal heavy vehicle use tax.

The department must refuse registration of a vehicle if the applicant has failed to furnish proof, acceptable to the department, that the federal heavy vehicle use tax imposed under 26 U.S.C. Sec. 4481 has been suspended or paid.
