Wis. Stat. § 285.68: Failure to adopt rule or issue permit or exemption.

The failure to adopt a rule or issue an air pollution control permit or the exemption or granting of an exemption from an air pollution control permit requirement does not relieve any person from compliance with any emission limitation or with any other provision of law.
