W. Va. Code § 47-21A-1: Legislative intent.

The Legislature, in recognition of the need for charitable and public service organizations, and institutions of higher education, to have a practicable way of raising funds by means of the internet, declares its intent to grant the privilege of holding online raffles to those organizations as provided in this article.
