(a) In generalThe Secretary shall carry out this subchapter through the Administrator of the Substance Abuse and Mental Health Services Administration. (b) RegulationsNot later than 6 months after November 27, 1991, the Secretary shall promulgate final regulations to carry out this subchapter and subchapter III.
