In this subchapter:(1) Developmental disabilityThe term “developmental disability” has the meaning given the term in section 15002 of this title. (2) Institution of higher educationThe term “institution of higher education” has the meaning given the term in section 1141 of title 20. (3) SecretaryThe term “Secretary” means the Secretary of Health and Human Services.
