Ala. Code § 45-49-261.11: Permit and Application Fees.

The Mobile County Commission may levy permit and application fees deemed necessary to administer ordinances and zoning regulations promulgated hereunder. The fees shall cover the cost of administrative activities performed hereunder by the agencies of the county commission and the board of adjustment. The county commission may adopt the administrative rules and procedures as it deems necessary to carry out this part.
