(a) Upon the approval of the board and the commission, provisions and policies within this part may be amended for the betterment of the public service or the employees. The provisions governing the disciplinary actions and the defining of the classified and unclassified service shall not be amendable.
(b) All elected officials shall assist in the timely enforcement of this part.
