Ala. Code § 45-58-233.33: Authority of Commission — Creation and Management of Programs and Services

The commission shall be vested with all authority necessary to create or manage, or both, all of the following:
(1) A supervised pretrial release program so that no person be needlessly incarcerated pending adjudication in Shelby County due to his or her personal economic circumstances and inability to post bail, provided that his or her release shall not be contrary to the public interest or a danger to the public at large and also shall serve the purpose of assuring the presence of the defendant at trial.
(2) A supervised post-adjudication rehabilitation program designed to provide close supervision of the participant’s activities, compliance with conditions of any suspended sentence, and payment of restitution and other court-ordered monies.
(3) A residential rehabilitation and work release program for certain inmates incarcerated in county or city jails for the purpose of working at gainful employment, enabling them to pay for the cost of their crimes, and to provide a means for them to pay the cost of their supervision from their gross earnings.
(4) Support services for Shelby County’s juvenile and adult drug courts, deferred prosecution, and pretrial diversion programs.
(5) Any other lawful services or programs the commission deems appropriate for the furtherance of this subpart.
