(a) In addition to all other costs and charges in circuit and district court cases in Shelby County, a fee of three dollars ($3) shall be charged and collected by the clerk of court on each case except small claims cases. When collected by the clerk of the court, the proceeds shall be deposited in the Judicial Administration Fund.
(b) The court costs provided for by this section shall be collected in the same manner as other court costs in circuit and district court, and shall be paid on a monthly basis into the Judicial Administration Fund as established by subsection (d) of Section 45–58–81. In addition to other purposes for which the use of the Judicial Administration Fund may be expended, the funds deposited in the Judicial Administration Fund may be expended from time to time as may be necessary in the discretion of the presiding Circuit Judge of Shelby County for expenses of the county law library.
