Conn. Gen. Stat. § 6-38d: Impermissible acts by state marshal.

No state marshal shall (1) knowingly bill for, or receive fees for, work that such state marshal did not actually perform, (2) allow another person to serve process in the place of such state marshal, or (3) knowingly make a false or illegal return of process. Any violation of this section without good cause shall be sufficient for the convening of a commission hearing concerning removal of the state marshal under subsection (i) of section 6-38b.
