For the purposes of this subchapter, the term:
(1)
"Juvenile" means any individual under 18 years of age and any child, as defined in § 16-2301(3).
(2)
"Penal institution" shall have the same meaning as provided in § 22-2603.01(6).
(3)
"Room confinement" means the involuntary restriction of a juvenile alone, other than during normal sleeping hours or facility-wide lockdowns, in a cell, room, or other area.
(4)
"Secure juvenile facility" means a secure juvenile residential facility, as defined in § 22-2603.01(7), or a secure residential treatment facility for juveniles that is owned, operated, or under the control of the Department of Youth Rehabilitation Services.
