(a)

Within 9 months after the applicability date of this section, the Director, in consultation with the Department of Insurance, Securities, and Banking, and carrier-for-hire companies, shall assess insurance requirements appropriate to carriers-for-hire, and shall report its findings and recommendations to the Council.
