(a) The Department must investigate and adjudicate violations of this chapter upon the filing of a complaint. An establishment subject to reinspection due to violations of this chapter is subject to fees under § 134(c) of this title.

(b) The Department may promulgate rules and regulations to carry out the provisions of this chapter.
