Each department, agency, office and autonomous or semi-autonomous instrumentality of the Government of Guam and the Judicial Branch may be granted one scholarship for every fifteen career employees in the agency at one time for each academic year at the University of Guam. Those agencies with less than fifteen career employees may grant one scholarship.
