2 GCA § 10104: Control of Obligations and Expenditures.

(a) The Disbursing Officer for each agency using the fund shall be the Disbursing Officer of the Legislature and the Certifying Officer for each agency using the fund shall be appointed by the Suruhanu, and the Certifying Officer, shall be responsible for keeping the books of the Legisla-tive Agencies Fund.

(b) The authority to encumber and to authorize the expenditure of funds shall remain with each agency participating in the fund pursuant to the law creating such agency.
