5 GCA § 52101: House Numbers: Department of Public Works.

In order to provide an orderly system for the numbering of buildings and properties within the territory (except such buildings and properties as are located within military reservations of the United States), the Director of Public Works is hereby directed to prepare an overall plan for such a numbering system.
