5 GCA § 52102: Uniform Plan for Numbers.

The Director, in the preparation of said plan, shall:

(a) take into consideration the house number requirements of the United States Postal Service for door-to-door delivery of mail.

(b) formulate such a uniform system of street address numbers, (1) that each residence and business address on Guam will be assigned an identifying number distinct from other such numbers on the same street; and (2) that each residence and business building erected after the formulation of said plan can also be assigned such a distinct number.
