This Section does not apply to any early care and education center, early care and education home, or group early care and education home. For the purposes of background investigations authorized in this Act, "license applicant" means the operator or person with direct responsibility for daily operation of the provider to be licensed. In the case of providers to be operated in a family home, the Department may, by rule, require that other adult residents of that home also authorize such investigations with the exception of early care and education homes and group early care and education homes.
