30 ILCS 740/5-15: Downstate Cooperative Transportation Grant Program.

(a) Subject to appropriation, the Department may establish and administer the Downstate Cooperative Transportation Grant Program ("DCT Program"). Under the DCT Program, the Department may award grants to eligible applicants to establish and fund cooperative transportation programs in partnership with public school districts, regional offices of education, public career centers, or public technical education centers administered by the State Board of Education.

(b) The Department shall award grants on a competitive basis.

(c) All expenditures related to the DCT Program shall comply with Section 11 of Article IX of the Illinois Constitution.

(d) The Department may adopt rules necessary to implement and administer this Section.
