5 ILCS 70/1.37: Intellectual disability.

Except where the context indicates otherwise, in any rule, contract, or other document a reference to the term "mental retardation" shall be considered a reference to the term "intellectual disability" and a reference to a mentally retarded person or a similar reference shall be considered a reference to a person with an intellectual disability. The use of either "mental retardation" or "intellectually disabled", or "mentally retarded" or "person with an intellectual disability" shall not invalidate any rule, contract, or other document.

Intellectual disability. Except where the context indicates otherwise, in any rule, contract, or other document a reference to the term "mental retardation" shall be considered a reference to the term "intellectual disability" and a reference to a mentally retarded person or a similar reference shall be considered a reference to a person with an intellectual disability; and a reference to the term "mentally handicapped" shall be considered a reference to the term "intellectual disability" and a reference to a mentally handicapped person or a similar reference shall be considered a reference to a person with an intellectual disability. The use of either "mental retardation" or "intellectually disabled", or "mentally retarded" or "mentally handicapped" or "person with an intellectual disability" shall not invalidate any rule, contract, or other document.

Nothing in this amendatory Act of the 104th General Assembly or in any other Act replacing the term "mentally handicapped" with "intellectual disability" is intended to make any substantive change to eligibility, benefits, or coverage under any provision of law. The replacement of the term "mentally handicapped" with "intellectual disability" shall be construed as a modernization of terminology only and shall not be interpreted to narrow or expand eligibility.
