- KRS Chapter 45A
(1) The secretary of the Finance and Administration Cabinet may appoint advisory
councils to assist him with respect to specifications and procurement in specific
commodity areas as well as other matters within his authority. Advisory council
members may consi st of such qualified representatives of government, industry,
educational institutions, and the general public as the secretary may deem desirable.
Members shall be reimbursed for expenses incurred in the performance of council
duties subject to the provisions of KRS 45.101.
(2) The secretary may also establish and maintain, either alone or in cooperation with
other states, the federal government, municipalities, or other units of local
government, a procurement institute for the purpose of disseminating in formation
concerning state procurement and for training and educating officials and other
persons in procurement, including persons not employed by the Commonwealth.
