Md. Code, Local Government § 1–1303

(a) In this section, “regulation” has the meaning stated in § 10–101 of the

State Government Article.

(b) This section does not apply to a unit of State government.

(c) Each governmental and quasi–governmental unit shall compile, index,

and publish its regulations that affect a member of the general public.
