Md. Code, Local Government § 24–103

(a) The council shall consist of at least one representative from each

member.

(b) Each representative of a member shall be:

(1) its elected chief executive; or

(2) an individual from its governing body chosen by the governing

body.

(c) (1) A member may withdraw from the council by resolution of its

governing body.

(2) A withdrawal may not take effect until at least 60 days after the

adoption of the resolution.
