Md. Code, Local Government § 27–403

(a) The board of drainage commissioners shall elect a chair and a vice chair

from among its members.

(b) The board of drainage commissioners shall elect a secretary from among

its members or from outside its membership.

(c) The tax collector of the county where the petition was filed shall be an

ex officio member of the board of drainage commissioners.
