Sec. 63528.

An applicant for a permit shall submit to the department, as part of each permit application, a certificate that the applicant has a public liability insurance policy in force for the surface coal mining and reclamation operation for which the permit is sought. The policy shall be maintained in full force and effect during the terms of the permit or any renewal, including all reclamation operations.

The department shall promulgate rules establishing standards for adequate public liability insurance coverage consistent with section 63516(2).
