Mich. Comp. Laws § 390.1022: Qualifications for state payments.

Sec. 2.

To qualify for state payments under this act, an independent nonprofit institution of higher education shall:

Be incorporated under Act No. 327 of the Public Acts of 1931, as amended, being sections 450.98 to 450.192 of the Michigan Compiled Laws, or subject to that act without formal organization thereunder.

Submit annually to the state board of education reports which are required and necessary to administer this act.

Maintain for 3 years and make available for inspection records necessary for conducting an audit and for administration of this act.

File with the state board of education a certificate of assurance of compliance with title 6 of the civil rights act of 1964, Public Law 88-352, 78 Stat. 241, as in effect on January 1, 1966.
