Sec. 3.

Selection of service providers under the job training partnership act shall be based upon the following criteria:

Demonstrated historical performance.

Likelihood of meeting performance goals.

Cost effectiveness.

Quality of training.

Characteristics of participants.

Whether the entity has adequate internal administrative controls, accounting procedures, personnel standards, evaluation procedures, availability of in-service training and technical assistance programs, and other policies that are or may be necessary to promote the effective use of funds that may be received under the job training partnership act.

In selecting service providers under the job training partnership act, funds shall not be used to duplicate facilities or services available in an area unless it is determined that alternative services or facilities would be more effective or more likely to achieve identified performance goals.
