Mo. Rev. Stat. § 8.590: Resolution of board of public buildings required for issuance of bonds.

Bonds may be issued pursuant to the provisions of sections 8.580 to 8.598 pursuant to a resolution adopted by the affirmative vote of two-thirds of the members of the board of public buildings and no other proceedings shall be required therefor.
