Mo. Rev. Stat. § 8.591: Limitation on authority to sell bonds.

The tobacco settlement financing authority and the board of public buildings shall have no further authority to issue bonds and notes pursuant to the provisions of sections 8.500 to 8.590 upon the effective date of February 26, 2003.
