N.Y. County Law § 280-p: Contracts

§ 280-p. Contracts. The administrative head or body, where applicable,

subject to the approval of the governing body, may make contracts

necessary to effectuate the purposes of this article. Provided, however,

that no such contract, nor the power to contract, shall be deemed to

alter or abridge any power or authority, or exercise thereof, of any

state department or agency heretofore or hereafter exercised or

conferred.
