N.Y. General Business Law § 22: Power of common council of cities

§ 22. Power of common council of cities. Except as otherwise provided

in the charter of the city, the common council of a city may designate

such place within such city for the sale by auction of horses, carriages

and household furniture, as it deems expedient.
