N.Y. Vehicle & Traffic Law § 500: Application of this title

§ 500. Application of this title. Except as otherwise expressly

provided in this chapter, this title shall be exclusively controlling:

a. Upon the licensing and regulation of drivers; and

b. On their use of public highways.
