Okla. Stat. tit. 36, § 36-616: Issuance or refusal of certificate

A. If upon completion of application the Insurance Commissioner

finds that the insurer has met the requirements for and is entitled

thereto under this Code, he shall issue to the insurer a proper

certificate of authority; if he does not so find, the Insurance

Commissioner shall issue his order refusing such certificate. The

Insurance Commissioner shall not issue a certificate of authority to

any domestic insurer incorporated after January 1, 1970, unless each

of the shareholders of the common capital stock thereof is entitled

at the shareholders meetings to one vote for each share standing in

his name in the books of the corporation. The Insurance

Commissioner shall act upon an application for a certificate of

authority within thirty (30) days after its completion.

B. The certificate, if issued, shall specify the kind or kinds

of insurance the insurer is authorized to transact in Oklahoma. At

the insurer's request, the Insurance Commissioner may issue a

certificate of authority limited to particular types of insurance

included within a kind of insurance as defined in this code.
