Okla. Stat. tit. 4, § 4-508: Exemptions

The provisions of Sections 1 through 7 of this act shall not

apply to any municipality with a population of ten thousand (10,000)

or less persons according to the latest Federal Decennial Census.

However, unclaimed animals must be destroyed by an acceptable,

humane method.
