Applications for authority to operate under Section 1 of this

act shall be heard and determined by the Oklahoma Corporation

Commission and appeals from the Oklahoma Corporation Commission's

orders in such matters shall be granted pursuant to the Oklahoma

Constitution, Article 9, Sections 20, 21 and 22.
