R.I. Gen. Laws § 42-64-9.9: Public access to information.

Any permit, permit application, or effluent data shall be available to the public for inspection and copying in accordance with chapter 2 of title 38 (“Access to Public Records”). Confidential or privileged materials may be disclosed or transmitted to other officers, employees, or agents of the corporation.
