Tex. Agriculture Code § 12.0145: SUBMISSION OF PROPOSED FEE SCHEDULE.

The department shall include, as part of each request for legislative appropriations submitted to the Legislative Budget Board, a proposed fee schedule that would recover all direct costs of administering each regulatory program of the department except a regulatory program exempted by the department because increased cost recovery would be contrary to the program's purpose.
