(a) A municipality shall be charged the reasonable cost or value of a service rendered to the municipality by a project.
(b) The municipality shall pay the charges, as the service accrues, from:
(1) current funds of the municipality; or
(2) the proceeds of taxes imposed at a rate sufficient for that purpose.
(c) Money received by the project under this section must be accounted for in the same manner as other revenue of the project.
