If cost-effective, the commission may implement a wellness screening program for recipients that is designed to evaluate a recipient's risk for having certain diseases and medical conditions to establish:
(1) a health baseline for each recipient that may be used to tailor the recipient's treatment plan; or
(2) the recipient's health goals.
