At least one month before a license issued under this chapter expires, the department shall send by first-class mail to the license holder at the license holder's last known address a notice that states:
(1) the date on which the license expires;
(2) the date by which the renewal application must be received by the department for the renewal to be issued and mailed before the license expires; and
(3) the amount of the renewal fee.
