Tex. Special District Local Laws Code § 1008.054: QUALIFICATIONS FOR OFFICE.

(a) A person may not be elected or appointed as a director unless the person is:

(1) a resident of the district; and

(2) a qualified voter.

(b) A person is not eligible to serve as a director if the person is:

(1) the district administrator;

(2) the attorney for the district; or

(3) a district employee.
