Tex. Special District Local Laws Code § 1043.053: QUALIFICATIONS FOR OFFICE.

(a) A person may not be elected or appointed as a director unless the person is:

(1) a district resident;

(2) a qualified voter of the district; and

(3) more than 21 years of age at the time of election or appointment.

(b) A district employee may not serve as a director.
