Tex. Special District Local Laws Code § 1069.054: QUALIFICATIONS FOR OFFICE.

(a) To be eligible to be a candidate for or to serve as a director, a person must be:

(1) a resident of the district; and

(2) a qualified voter.

(b) A director elected or appointed to represent a commissioners precinct must be a resident of that commissioners precinct.

(c) A district employee may not serve as a director.
