Tex. Special District Local Laws Code § 1115.055: BOARD VACANCY.

(a) If a vacancy occurs in the office of director, the remaining directors shall fill the vacancy for the unexpired term.

(b) A person appointed under Subsection (a) to fill a vacancy from a precinct must be a resident of the precinct the person is to represent.
