- SUBCHAPTER C-1. IMPROVEMENT PROJECTS AND SERVICES
The district may not undertake an improvement project or spend money for a project or service, including an economic development project or an expenditure for economic development incentives, unless the governing body of the city has approved:
(1) a development agreement; and
(2) a capital improvement plan and financial plan for the improvement project or expenditure.
