Tex. Special District Local Laws Code § 3985.0202: QUALIFICATIONS.

(a) To be qualified to serve as a director, a person must be at least 18 years old.

(b) Of the elected directors:

(1) two directors must be qualified under Section 375.063, Local Government Code; and

(2) one director must be a resident of the city.

(c) The directors appointed by the governing body of the city must be residents of the city.
